Construction Phase

Project Control:

    • Monitor the work of the sub-contractors and coordinate the work with the activities of the Owner and Architect/Engineer as required to complete the project in accordance with the Owner’s objectives of cost, time and quality.
    • Maintain a competent full-time staff at the project site to coordinate and provide general direction of the work and progress of the sub-contractors on the project.  The Owner shall have the right to approve all onsite personnel.
    • Establish onsite organization and lines of authority in order to carry out the overall plans of the construction team
    • Establish procedures for coordination among the Owner, Architect/Engineer, sub-contractors and General Contractor with respect to all aspects of the project and implement such procedures. Coordination responsibilities are as specified in the Section 0100, General Conditions, unless otherwise superseded herein.
    • Attend progress meetings at which sub-contractors, Owner, Architect/Engineer and General Contractor can discuss jointly such matters as procedures, progress, problems and scheduling.
    • Provide regular monitoring of the schedule as construction progresses. Identify potential variances between scheduled and probable completion dates. Review schedule for work not started or incomplete and make such adjustments to the schedule as required to meet the required Project completion date. Document all such action and advise the Owner’s representative of actions taken to facilitate completion of the project within the specified time frame.
    • Determine the adequacy of sub-contractor’s personnel and equipment and the availability of materials and supplies to meet the overall project schedule. Make such changes or adjustments as required to complete the project within the specified time frame.
    • Physical Construction:
    • Provide all supervision, labor, materials, construction equipment, tools and sub-contract items which are necessary for the completion of the project which are not provided by either the sub-contractors or the Owner. To the extent that the General Contractor performs any work with his own forces, he shall, with respect to such work, perform in accordance with the plans and specification and in accordance with the procedure applicable to the project.
    • Cost Control:
    • Develop and monitor an effective system of project cost control and submit for Owner’s approval.  Revise and refine the Guaranteed Maximum Price, as and if approved by the Owner, reflecting scope changes and/or buyout of sub-contracts and material, all as required to document actual project costs.  Identify variances between actual and budgeted or estimated costs and advise Owner and Architect/Engineer whenever projected cost exceeds budgets or estimates.  Provide value engineering alternatives as required to maintain project within the budget specified herein, unless otherwise approved by the Owner.
    • Maintain cost accounting records on authorized work performed under unit costs, actual costs for labor and material, or other bases requiring accounting records.  Afford the Owner access to these records.
    • Change Orders:
    • Recommend necessary or desirable changes to the Owner and the Architect/Engineer, review request for change, submit recommendation to the Owner and the Architect/Engineer, and assist in negotiating Change Orders.
    • Payments to Sub-contractors:
    • Develop and implement a procedure for the review, processing and payment of applications by sub-contractors for progress and final payments.
    • Permits and Fees:
    • Obtain all building permits and special permits for permanent improvements, including permits for inspection or temporary facilities, if required by local authorities, or coordinate acquisition with Owner. Coordinate sub-contractors’ procurement of necessary permits and inspections applicable to respective portions of the work. Assist the Owner and Architect/Engineer in obtaining approvals from all the authorities having jurisdiction.
    • Inspection:
    • Inspect the work of sub-contractors for defects and deficiencies in the work.  Cause any corrections to be made as required to conform to the requirements of the Contract Documents.
    • The General Contractor is responsible for overall project safety.
    • Shop Drawings and Samples:
    • Review all submittals for conformance with the requirements of the Contract Documents. Stamp all submittals and note approvals, conditions, comments, or question prior to forwarding to the Architect/Engineer for review. Coordinate the preparation and approval of submittals to meet the requirements of the overall project schedule.  Identify items with critical approval turn-around times to facilitate coordination with the Architect/Engineer.
    • Reports and Project Site Documents:
    • Record the progress of the project.  Submit written progress reports to the Owner and the Architect/Engineer including information on the sub-contractor’s work, and the percentage of completion.  Keep a daily log available to the Owner and the Architect/Engineer.
    • Maintain at the project site, on a current basis:  records of all necessary contracts, drawings, samples, purchases, materials, equipment, maintenance and operating manuals and instructions, and other construction related documents, including all revisions. Obtain data from sub-contractors and maintain a current set of drawings, specifications and operating manuals.  At the completion of the project, deliver all such records to the Owner.
    • Substantial Completion:
    • When the work is represented by the General Contractor to be substantially complete, coordinate an inspection for the Substantial Completion by the Architect/Engineer and Owner’s representative.  In conjunction with the Architect/Engineer, prepare a list of incomplete or unsatisfactory items and the schedule for their completion.
    • Start-Up:
    • With the Owner’s maintenance personnel, direct the checkout of utilities, operations systems, and equipment for their readiness; and assist in their initial start-up and testing by the sub-contractors.
    • Final Completion:
    • When the work is represented by the General Contractor to be finally complete, including the completion of all items noted subsequent to Substantial Completion, provide written notice of same to the Architect/Engineer and Owner’s representative and coordinate the final inspection of the project.  Secure and transmit to the Architect/Engineer required guarantees, affidavits, releases, bonds, and waivers.  Turn over to the Owner all keys manuals, record drawings, and maintenance stocks.
    • Warranty:
  • Where any work is performed by the General Contractor’s own forces or by sub-contractors under contract with the General Contractor, the General Contractor shall warrant that all materials and equipment included in such work will be new, unless otherwise specified, and that such work will be of good quality, free from improper workmanship and defective material and in conformance with the Construction Documents.  With respect to the same work, the General Contractor further agrees to correct all work that is defective in material and workmanship for a period of one year from the Date of Final Payment or for such longer periods of time as may be set forth with respect to specific warranties contained in the specifications.  The General Contractor shall apply for, collect, and deliver to the Owner all warranties from manufacturers of material and equipment for the project.
